Land weather and sea travel are separate decisions

Panglao can look calm from shore while conditions farther out are unsuitable for a small craft. A wet morning on land does not automatically mean every ferry or flight has stopped. For any journey on the water, check the current marine issuance and the exact voyage or activity.
