In December 2019, I arrived in Tagbilaran by ferry from Cebu with a paid room waiting. The price for the road transfer was stated only after the journey.
That old price is not useful now. The useful lesson is that the two handovers around the ferry deserve as much attention as the ticket itself.

How to get from Cebu to Panglao by ferry
The passenger ferry ends at Tagbilaran. Panglao is the road leg that follows. Fill in every name before you travel: “Cebu” is not a terminal, “Bohol” is not a port and “Panglao” is not a hotel address.
Send the driver the property’s written name and map pin. If the island’s place names are unfamiliar, our short geography guide separates them.
How long does Cebu to Panglao take?
There is no single honest door-to-door duration. The sailing time on your ticket is only one of five clocks.
Cebu pickup + terminal and check-in buffer + booked sailing + Tagbilaran port exit + Panglao road transfer.
Calculate each part from the actual addresses, booking and meeting point. A ferry duration cannot tell you how long it takes to reach the pier, collect a checked bag or find the vehicle at the other end.

Buy a dated journey, not the idea of a route
Cebu–Tagbilaran is an established sea route. That does not make a seat, departure or fare available on the date you need it. Search the operator’s own booking system for the exact day and keep the issued confirmation offline.
A fast passenger ferry and a larger vessel can share the same city pair while using different check-in, baggage and journey rules. Compare the product you can actually buy—not two generic claims about “the ferry.”
An office address found in search is not automatically the pier where your voyage boards.

Work backwards from check-in
Start with the check-in requirement printed by the operator. Add time to enter the port, find the correct counter or gate, handle baggage and resolve a ticket or identity problem. Only then estimate the trip from your Cebu address.

Treat luggage as part of the ticket
The bag that works in a taxi may not count as a small bag on the ferry. An operator can set separate limits for weight, dimensions, class and bag type, so “10 kilograms included” is not a complete rule. Before payment, check how many pieces can be carried, which must be checked and where checked pieces are collected in Tagbilaran.
Keep medicine, identification, payment access, phone, charger and the first-night address in the bag that remains with you, subject to the operator’s security rules. Check every piece before leaving the arrival area.

Arrange Tagbilaran before the boat leaves Cebu
A written property transfer is often the cleanest arrangement because both sides know the job. If you will find a vehicle at the port, prepare the decision before arrival and agree the complete charge before luggage is loaded.
Where exactly will we meet?
Which property entrance are we using?
What is the complete price—or calculation basis?
Does the vehicle fit every passenger and bag?
How long will the driver wait?
What happens if the ferry changes?
Do not use an old traveller’s fare as a benchmark. Ask what the price covers: vehicle or passenger, baggage, waiting, night pickup and any port-related addition.

Keep the ferry and road transfer separate
A delayed sailing can affect the next ride, but the two bookings do not automatically become one contract. Read the ferry operator’s terms and agree separately what happens to the pickup if the boat is late.
Keep the confirmation, payment record and any instruction that changes the journey.
Agree when to update the driver, whether a new time costs more and when the pickup is considered missed.

Choose a first night that forgives delay
Tell the accommodation which sailing you expect and ask for its late-arrival procedure. Keep the entrance pin and a working contact offline. Avoid making a non-refundable evening plan depend on an exact port exit.
