In 2000, Panglao municipality was home to 21,337 people. By July 2024, the official count was 41,760. The town had come within 914 residents of adding an entire second version of itself.

The increase is dramatic. The reason for it is not contained in the census table.

What is Panglao’s population?

Panglao municipality’s official population was 41,760 at the 1 July 2024 census reference time. Set beside 21,337 on 1 May 2000, that is an increase of 20,423 people, or 95.7 percent.

Every count is higher than the one before it. The largest numerical addition was 7,266 between 2000 and 2010. The fastest published annual pace was 3.68 percent between 2015 and 2020. The latest interval added 1,921 residents and carried a lower 1.14 percent annual rate.

That is a result, not an explanation.

Five snapshots are not a film

A census series can make 24 years look continuous. It is not. These are five observations taken on exact reference dates, with years of unmeasured movement between them.

The raw additions also cover unequal spans: ten years; five years and three months; four years and nine months; then four years and two months. Comparing +6,286 with +1,921 as though both happened over the same length of time would exaggerate the change in pace.

The 2024 POPCEN used a de jure basis: people were counted at their usual place of residence. Total population includes household and institutional populations. It is not hotel occupancy, daily footfall or everyone physically on the island during a particular day.

Four figures are especially easy to confuse. They are not interchangeable answers.

The 33,244/33,553 pair is a definition problem: household population is narrower than total population. The 40,089/41,760 pair is a table problem. The PPDO’s displayed barangay rows omit Lourdes; add PSA’s 1,671 Lourdes residents and the subtotal reconciles exactly to 41,760.

Use total population for the municipal series, label household population whenever it appears and do not turn an incomplete subtotal into a revised census result. The guide to Panglao’s ten barangays contains the complete barangay reconciliation.

Population is not a tourism statistic

A rising census line placed beside beaches, resort construction and an international airport invites a story the data did not collect.

Population, tourist arrivals, overnight stays, room inventory, employment and building permits measure different things. They can illuminate one another only when dates, definitions and geography align. A province-wide visitor total cannot by itself explain a municipality-level population change.

The census does not divide the increase into births, deaths, people moving in, people returning or residents who stayed rather than leaving. Tourism may be part of the explanation. This series does not measure its share.

This is Panglao municipality, not the whole island

The 41,760 figure belongs to Panglao municipality. Dauis—the island’s other municipality—has its own census record. A hotel can truthfully market itself as being on Panglao Island while standing in Dauis; its residents do not move into Panglao municipality’s total.

The municipal total also cannot show where within Panglao growth occurred. A concentrated increase in one barangay and a broad increase across all ten could produce the same total while creating very different questions about housing, roads and services.

A slower recent rate does not mean less pressure

Panglao’s latest published annual population growth rate is lower than the preceding intervals. It does not follow that development pressure eased.

Resident population, construction, visitor volume, room supply, land use, traffic and water demand can move at different speeds. Even the word pressure needs evidence. A larger population creates potential demand for classrooms, health care, waste collection, roads, water, drainage and public space; the census does not say whether any system kept pace, fell behind or improved.

What nearly doubling changes

The series matters because it changes the scale at which Panglao should be seen. The municipality cannot be written as a beach product with a community arranged behind it. In 2024, it was home to 41,760 people at the census reference time.

Explaining the increase requires more than one kind of evidence: births and deaths, movement into and out of the municipality, housing and infrastructure records, and testimony from residents, planners, workers and businesses. Each can explain a different part. No single interview proves a cause, and no population table can speak for lived experience.

Twenty-four years. 20,423 additional residents. A 95.7 percent increase. The census tells us the scale; it does not choose the story.
